"I propose by next year, only states that have signed The Additional Protocols be allowed to import equipment for their civilian nuclear programs, nations that are serious about fighting proliferation will approve the Additional Protocols." - President George W. Bush (Speech at National Defense University February 11, 2004) After reading the statement made by President Bush that is quoted above, it seems there has been a 180 degree turn around in his- attitude towards non-proliferation in July 2005 and he had a proposal for the supply of nuclear fuel and dual use technology, that is a part of a wide reaching agreement with India, a country that never signed the NPT, let aside signing the Additional protocol. There are people who believe that this turn around probably is due to the fact that the NPT Conference in 2005 could not come up with a resolution. In other words the Conference ended with disagreements all around. This was a disaster because it could spell the end of the credibility of the NPT and probably its very existence.
