摘要

It is proposed to explore the options open to the members of the Treaty for the Non Proliferation of Nuclear Weapons that is to meet for their Review Conference in May of this year about making the Treaty more effective and possibly Universal. As I see it, the Treaty is incomplete without India, Israel, North Korea and Pakistan acceding to it. So a method has to be devised which enables them to join the Treaty and retain their nuclear arsenals, which they realistically would not be willing to give up. This is obvious from the fact tnat they have not ceded to the Treaty so far and North Korea chose to withdraw from the Treaty. Nor have these countries shown interest in the CTBT that cannot enter into force without them acceding to it. In other words they refused to have anything to do with the Non Proliferation regime. Out of the 4 countries, two are proven nuclear weapon states and 2 are de facto nuclear states.
