It would appear that US officials have engaged the Iraqi resistance in talks as confirmed by Mr. Rumsfeld. While this could possibly signal the beginning of a new era in Iraq, it is too early to predict how the situation will unfold. The need for parleys with insurgents was probably felt because there does not seem to be an end to the violence in Iraq. So far the use of force to crush the insurgency has failed miserably. However, for some reason President Jalal Talabani insists that negotiations with insurgents are being conducted by the US on its own and that Baghdad has distanced itself from the matter. The US, on the other hand, says that it is only acting as a middle man on behalf of the Iraqi government to facilitate dialogue. It is strange that the US and Iraq have given contradictory statements on a matter that should have been handled in a simple and pragmatic manner, without shrouding it in a doak mystery and confusion. Perhaps the two sides are hesitant to portray themselves as the 'initiator' of parleys because they had been scathingly critical of the militants all along.
