The exchanges between the peoples of India and Pakistan are increasing and they are coming closer to each other day by day; but the gaps between the governments of the two neighbours is not narrowing reasonably fast. In fact they are tending to get wider, as new areas of discord appear, showing the contrast between the ardent desire of the people on both sides to come closer and the cool or cautious approach of the governments, particularly of India. But in terms of official rhetoric the relations between the two governments are good as both are striving to mend them wherever they can. The composite dialogue progresses as officials on both sides continue to meet to deal with sectoral issues or open new vistas of cooperation, and they persistently reaffirm that the peace process is irreversible.
