April was a month of profound change for UK defence. Not only did the service chiefs take over responsibility for their own capability management, but the Defence Infrastructure Organisation introduced its new operating model, and the Materiel Strategy entered its Assessment Phase, bringing the future of DE&S down to a choice between two models: Government-owned, Contractor-operated, (GoCo), and its public sector comparator DE&S+.
