In February 2011, the government announced an end to the 'procurement oligopoly' where small businesses are effectively shut out from the bidding process for Westminster contracts by red tape and over-regulation. On the same day it launched a Dragons' Den style panel intending to fast-track innovative small business services into Whitehall as part of efforts to make public procurement much more small business friendly.It has been widely reported how the Mittelstand1 model helps to maintain a strong German economy in the face of an economic downturn. In particular, SMEs are producing high-quality, niche goods, quickly, efficiently and cost effectively. Whilst some in the UK argue that innovation is stifled by red tape, taxation, overly prescriptive employment laws or other bureaucratic challenges, there is another difficulty that isn't easily mended at political level. It may sound obvious but for business to take place, a customer has to be willing and able to see what is on offer.
