The operational challenges faced by Royal Navy (RN) Type 23 frigates on counter-piracy duty East of Suez have underscored the fact that hi-tech weapon systems cannot meet every threat, particularly if it involves a well-motivated, low-tech enemy with a ready supply of small arms.For warships capable of a surface engagement out to 130km, crews of pirate skiffs armed with AK-47s, AKMs and rocket-propelled grenades have imposed a form of close quarter engagement on the Type 23s that they were not designed to contend with. As the RN's counter-piracy role has evolved over the past four years, so the need to provide upper deck crews manning light support weapons with their own ballistic protection has grown to the extent that an Urgent Operational Requirement (UOR) procurement was felt necessary.
