With extreme pressure on the MoD's budget and the formation of the new Defence Infrastructure Organisation (DIO) to consolidate facilities management (FM) across defence, the time is right to embrace greater participation by industry in delivering FM requirements. Defence needs industry to provide innovation and investment, as well as manpower substitution, to contribute to driving down the cost of the military support tail and allowing resources to be refocused on the front line. Experience to date in hard FM - and even in the different approaches thus far in the way that soft FM has been outsourced - has shown that contracting services out saves significant sums, even allowing for the fact that a contractor has to generate a profit.
