Being defence procurement minister in a time of armed conflict is a great privilege - and clearly a great responsibility. When I started the job in 2008,I needed to determine quite quickly the strengths of the system I inherited, and what were its weaknesses - or at least the areas where there was scope for improvement. Contrary to much of the comment over the past two years, I concluded - and further experience has steadily confirmed - that one of the greatest strengths of the system is the people who work in it.
