The past few decades have seen a surge in frameworks analysing humanitarian crises, the most popular of which now being the Responsibility to Protect (R2P). The focus of this book is ultimately on understanding this particular collective responsibility of the international community. However, rather than delving into the specific actors who should be held responsible for human security, Peltonen argues that the vital question is how the burden should be divided most appropriately in today's world.
