The central premise of this book is that the beliefs, prejudices and actions of individual leaders can make a major difference to the conduct and the outcomes in international relations and that leaders are not merely prisoners of impersonal, structural dynamics. This book can be divided into three parts. The first looks at how the Bush administration created and defined the concept of the "war on terror" and how it served as the overarching rationale for Bush's entire foreign policy. The second part looks at how particular relationships are effected by the war on terror. The third part looks at the domestic implications of the war on terror and attempts to summarise the Bush administration's successes and failures.
