This paper critically analyses the performance of the Defence Research and Development Organisation (DRDO), India's primary military Research and Development (R&D) agency, as a key provider of weapon systems for the military. To judge the successes and the failures of the organisation, the paper goes beyond the limited realm of delivery efficiency to delve into the relations between the suppliers (the technologists) and the end user (the military). It analyses both the causes of the problem and the impact of the continuing schism between the two on the growth of an institutionalised system for arms acquisition and technology absorption.
