Open Secrets Questionably Arrived At: the impact of Wikileaks on Diplomacy

This article assesses the impact of the Wikileaks Diplomatic Cable releases on the practice of modern diplomacy. Secrecy and diplomacyhave always been the closest of bed mates, but in the age of instanta-neous communication and online media, that secrecy has been threa-tened. Wikilcaks has published shocking and embarrassing private government documents, that give us an insight into what really goes on in the back rooms of professional international affairs. Though much of what has been released is trivial and only superficially embarrassing, with colourful pen portraits and commonly accepted descriptions of the state of some nations, some of the releases are more damaging. Person-ally attributed information, given by bright and influential people in the strictest of confidence to US officials, now leaked may prove dam-aging to their reputations and, in some cases, even their personal wel-fare. Some have argued that these leaks arc a threat to US National Security, these authors disagree. Their impact will, however, go beyond simple embarrassment. They demonstrate, in the US Diplomatic Corps, the all too common flaw of vanity, where officials are more interested in crafting witty reports to display their own brilliance, than in providing their home governments with careful and accurate infor-mation. In the short term the leaks may cause US Diplomatic Reports to be less candid and well informed, as sources may choose to be more cagey, fearing that their private conversations may later become all to public. This could have serious repercussions, but in the long term, diplomacy will remain unchanged. Scandals come and scandals go, but secrecy remains necessary. The diplomatic method will endure.
