Recent conflicts in Iraq, Afghanistan and the Balkans have highlighted a change in the framework of military activity. The enemy has become more diffuse; it no longer just constitutes a specific army, but also terrorist cells and, in peace-generating and peacekeeping situations, possible guerrilla troops and tribal war clans. Time is, more than ever, of the essence. Getting troops into place and operating is a complicated logistics task, which has to be fast and efficient. The act of war is often a matter of weeks as modern warfare has become more precise and intelligence gathering more sophisticated. Re-establishing a nation, building a democracy and creating a structure for long-term peace is a sensitive, complicated logistical and political issue, and may become the greatest undertaking of them all. There is a real need for the right amount of information to be exchanged at the right time, to the right place and to the right people.
