The FIFA World Cup football tournament was scheduled to begin on June 12,2014, in Brazil, but as of early January 2014, no preparations had been made to ensure the tournament would be held in a secure environment1. As required by the regulations of FIFA (Federation Internationale de Football Association), the world governing body for football (soccer), all Brazilian security companies involved must have a foreign partner-an anti-corruption rule-and many companies had planned to bid on contracts to train and provide personnel support to augment the national police and military forces. But it has been all for naught, as Pres. Dilma Rouseff announced that only Brazilian Government entities would provide the required security.
