By late January 2014, the coup attempt by former South Sudan Vice-Pres. Riek Machar against the Government of Pres. Salva Kiir Mayardit was over. Sporadic fighting continued, however. Leaders of the Intergovernmental Authority on Development (IGAD) states sought to bring the coup and fighting to a speedy end through negotiations in Addis Ababa, but these quickly exposed the absurdity of the coup attempt. The Machar camp kept making pre-conditions and demands ranging from prisoners' release to power-sharing while proving incapable of pointing to any tangible achievement over which they could negotiate. Machar's representatives refused to negotiate the only issue of importance to the South Sudanese: a ceasefire.
