The US Barack Obama White House has served notice that it will hold its allies and their leaders accountable for human rights violations. It has begun to enforce the provisions of the "Leahy Law", which specifies that no aid, military equipment, or services can be provided to states where "gross human rights violations" have been reported (not necessarily confirmed). It has already begun denying some armored vehicle sales to Pakistan on the basis of a region-by-region statement as to where Pakistan proposed to deploy the vehicles within the country. But in Africa, the US is promoting the "right to protect" doctrine to enable it to intervene with sanctions, military force, or by encouraging International Criminal Court (ICC) actions.
