摘要

The present weakness of the US in military, economic, and strategic leadership may have moved the world closer to major conflict than at any time since World War II. At the very least, the retirement of the US from focused strategic management of its global posture has accelerated the pace of transformation of the worldwide architecture of power. Despite its strategic contraction, continued US domination of the collective Western position on a number of key issues - but particularly, of late, the Ukraine crisis and the Syrian conflict - has allowed a stumbling, incoherent ignorance to create or exacerbate crises where none were needed. Moreover, it has barely contained the growing divergence within what had been a relatively cohesive "Western framework" for some seven decades.
