Change, or Die? Competing in New Eras

Change occurs inexorably, in everything. Leaders - whether individuals or societies - notice it less than the rest, because they are accustomed to moving forward and driving the pace of change. Leaders act; all others react. Leadership, therefore, sets the strategic agenda; reaction is tactical, short-term, and disadvantaged. The US and much of what had become the "Old" West - Europe and Japan - had begun to slip into reactive mode over the past decade. In the military sphere, there was a reluctance to use new and creative approaches to new and creative challenges; old technologies and, most importantly, old doctrine and old thinking was used inappropriately to address these transformative challenges. Indeed, there was not even a real recognition that the challenges were new, or that the old technologies were inappropriate, neither that there were disruptive strategic trends at work in the world.
