Prime Minister Tony Abbott of Australia is likely to be forced, in the near future, to take unilateral decisions - or at least with input just from key Cabinet members and advisors - critical to Australia's future strategic viability. Nominally, these are decisions relating to the purchase of a new submarine, but, in fact, they go to the heart of Australia's alliance structures, its defense industrial base, and the ability of the Defence establishment to transform to meet a changing world. So they are decisions which could likely be resisted by the uniformed military and many in the political classes because they break the comfort level of a country which has become unproductive and unaccustomed to the need to rise to existential challenge.
