Change cannot occur both rapidly and seamlessly at a strategic level; it is one or the other. The age of "come-as-you-are" wars -in which a standing force would provide a measure of comparability with an anticipated opponent's - is not our present situation. So it is not feasible to entirely abandon legacy capabilities while preparing for the reality that future major conflict will be little like war of the past.
