Treaties often outlive their purpose and slide into oblivion. Or they are replaced by something new that better serves the times. The Western European Union (WEU) was just such a creature of its age - a military and security alliance - and was formally disbanded on June 30,2010. It knew when its time had passed, and yet there were many then, and subsequently, who said that its need remained. Belgium, Germany, Greece, Spain, France, Italy, Luxembourg, the Netherlands, Portugal, and the United Kingdom were the 10 member states when the alliance slipped into disuse, its only remaining functions to handle the pension plans of its former employees. The WEU was created by the Treaty on Economic, Social, and Cultural Collaboration and Collective Self Defense, signed in Brussels on March 17, 1948 (the Brussels Treaty), as amended by the Protocol signed at Paris on October 23, 1954, which modified and completed it.
