A man alleging (not for the first time) to be a member of the Nigerian pseudo-Islamist militant group, Boko Haram on January 28,2013, called a press conference in Maiduguri, the capital of Borno state in Nigeria, to announce a unilateral ceasefire by the group. [See also associated reports on the Mali conflict and Algerian terrorist attack in January 2013, starting on pages 4,7, and 12.] The announcement was accepted by the media, and promoted by the Government of Pres. Goodluck Jonathan, on face value, and Vice-Pres. Namadi Sambo was, in celebration, despatched to Borno for the first such high-level visit to Borno state since the start of Boko Haram's epidemic of violence.
