Lobo-Geurrero's genealogical study Insuring Security is in many ways a reflection of the renewed interest that the concept of risk is currently receiving, partly as a result of 9/11 and the related attempts to apply risk management techniques to the "war on terror", but also as a result of the still on-going financial crisis that has clearly brought into focus the limits of (traditional) risk management approaches. But even before these two events, risk emerged as a policy-making tool, as means to govern what Ulrich Beck has famously called the "risk society", i.e. a society that understands itself in terms of risk yet struggles to manage the risks generated by modernity, e.g. climate change and nuclear power, and is unable to obtain insurance against those risks.
