摘要

There are different aspects of disaster management however in a limited scale accidents areusually responded immediately by firefighters even if the event can escalate to disaster in time.Firefighters can barely influence the initial conditions of the interventions. The differences in theenvironment and complexity result in volatility, uncertainty and ambiguity of information available. Thus,the effectiveness and safety of the intervention is a vital task, which can be achieved by improving thecomponents such as the fire prevention, the quality of the operational work, the level of firefighter’ssafety and the quickness of making decision. The present paper concluding that fire prevention meansstrategic level achievement, quickness of making decision, and tactical level of managing crisis situation.Authors give an overview of the complexity of the situations of the firefighters work in emergency fromthe level of strategy to tactics.
