This paper highlights the latest developments inthe spatial planning process for water accumulationin the Republic of Serbia. When working on theplanning documents a special emphasis was given tothe role of strategic environmental assessment (SEA)as an instrument for the sustainable planning ofvulnerable areas, such as water supplyaccumulations. The field of water supply is relativelywell defined ± it is arranged by a system of sectoriallaws and plans, in accordance with the guidelines ofthe Water Framework Directive (2000/60/EC).However, the implementation of sectorialdevelopment policies and measures leads to manyconflicts at water accumulation basins. Theseconflicts have predominantly spatial, environmental,economic and social effects. The role andimportance of SEA lies precisely in the integralconsideration of these problems and direction of theplanning process towards the aims of sustainabledevelopment. In the preparation of recent spatialplans for special purpose areas for wateraccumulation basins and SEAs, the starting pointwas to identify/observe the development goals andprinciples for balancing these conflicts. This papergives a critical overview of the methodology used inthe spatial plans and SEAs analysed here. A specificmethodological approach is presented to determinethe territorial impacts which occur when planningand designing water accumulation basins for a watersupply, in order to achieve the sustainabledevelopment of these specific and ecologicallysensitive areas.
