摘要

This paper examined cultural policy as an actuating instrument as well as its nexus with human right and arts education management. It strives to extricate the administrative and implementation construct of cultural policy to stimulate the rights of persons bound by one culture considering the fact that cultural rights are human rights. It acknowledge that culture constitute the activities and materials which evolved from a people’s quest for existence and the essence of it to be distill anti human rights elements through the cultural policy, so as to positively inform arts education curriculum to enable it contribute to human society development. The paper further interrogates human rights relationship with arts education, the need to manage cultural diversity which is capable of evolving community benefits. This will input into arts education, enhance human rights practices and stimulate cultural participation. The paper concluded that cultural policy could strengthen and improve cultural rights and enhance arts education enhancement with a view to broadening human and society development. It advocated for a cultural policy framework capable of enhancing human rights and arts education through effective management. It becomes imperative for those who are yet to initiate cultural policy to do so because of its importance.
