TheVSOPmissionisaJapanese-ledprojecttoimageradiosourceswithsub-milliarcsecresolutionbycorrelatingthesignalfromtheorbiting8-mtelescope,HALCA,withaglobalarrayoftelescopes.Twenty-fivepercentofthescientifictimeofthismissionisdevotedtoasurveyof402bright,small-diameterextra-galacticradiosourcesat5GHz.ThemajorgoalsoftheVSOPSurveyarestatisticalinnature:todeterminethebrightnesstemperatureandapproximatestructure;toprovideasourcelistforusewithfuturespaceVLBImissions;andtocompareradiopropertieswithotherdatathroughouttheEMspectrum.Thispaperdescribes:thecompilationofacompletelistofradiosourcesassociatedwithactivegalacticnuclei(AGN);theselectionofthesubsampleofsourcestobeobservedwithVSOP;theextensivegroundresourcesusedfortheSurvey;thestatusoftheobservationsasof2000July;thedata-analysismethods;andseveralexamplesofresultsfromtheVSOPSurvey.Moredetailedresultsfromthefullsamplewillbegiveninfuturepapers.
