It will probably cost more than $700 million for health care, social services and special education to get the 17,500 cocaine-exposed infants born in Florida in 1987 ready for kindergarten in 1992. Just think [of this cost] just one state will have to spend on one year's cocaine-exposed babies. Then multiply, multiply, multiply.
