Terrorism is a constant companion of mankindwhich is one of the most dangerous and difficult-predictedphenomena of our time, taking on increasingly diverseforms and threatening scale. Terrorist acts bring massivehuman sacrifices, exert strong psychological pressure onlarge masses of people, entail the destruction of materialand spiritual values that can?t be repaired at times, createhostility between states, provoke wars, mistrust and hatredbetween social and national groups which sometimescan?t be overcome the course of life of a wholegeneration. Terrorism as a mass and politically significantphenomenon is the result of the general“de-ideologization”, when certain groups in society beginto question the legitimacy and rights of the state andthereby justify their transition to terror in order to achievetheir own goals. Various criminal groups commit terroristacts to intimidate and destroy competitors, to influencethe state power in order to achieve the best conditions fortheir criminal activities. Everyone can become a victim ofa terrorist act even one who does not have the slightestrelation to the conflict that gave rise to the terrorist act.
