The low efficiency of resource utilization andthe large amount of waste generated by various or-ganizations have become one of the most importantobstacles to achieving sustainable development.Pro-moting and assisting various organizations to ac-tively carry out environmental management is an im-portant and necessary way to solve this problem.Theestablishment of an environmental management sys-tem (EMS) is considered to help organizations effec-tively implement environmental management andcontinuously improve environmental performacne(EP).This article uses effective models and dataanalysis to study the influencing factors of annualEPI.The results indicate that the environmental per-formance index (EP) from 2010 to 2018 rangesfrom 44.58 to 80.92,from poor to good,respectively.Recommendations for improving the environmentalperformance are made to help guide the operatingenterprises in port city to adjust environmental gov-ernance approaches under the transitional economicenvironment.
