A contribution to the design of organizational structures suitable for Systems Engineering

The development of technologies and growing dependencies between systems increase the complexity of system development. Once mechanical systems evolved to mechatronic systems and – with the help of digitalization, Internet of Things and Industry 4.0 – on to Intelligent Technical Systems. The result is an increasing need for interdisciplinary and holistic development approaches, even in small companies and industries like mechanical and plant engineering. Systems Engineering is a promising approach to address this need. While numerous SE processes, methods and role definitions exist, industry perceives a lack of support to enable the introduction of SE to the organizational structure. This paper analyzes existing work towards the introduction of SE into the organizational structure, which mainly consists of role definitions. Based on this analysis, shortcomings of existing approaches are identified. The main problem is, that existing role definitions only cover roles that are relevant within a project. Hence, they ignore roles outside the project context, such as supporting roles. Furthermore, the paper presents an approach for the design of organizational structures suitable for Systems Engineering. This approach includes existing work on roles but enhances it towards necessary roles which have not been covered yet. It provides an easy to use guideline for the design of organizational structures, which picks up the roles and helps to locate them within existing or new operational structure elements. Also, four archetypes for organizational structures suitable for Systems Engineering are derived and support the application of the guideline.
