For a long time, the input mechanism of soil and water conservation is single,and the problem of insufficient total amount has been restricting the rapid development of low-carbon environment and ecological soil and water conservation. Establishing and improving a low-carbon environmental ecological soil and water conservation ecological compensation mechanism can not only effectively mobilize the enthusiasm of various ecological environment builders and participants, but also play an economic restrictive role in the destruction of ecological environment destroyers. This paper constructs a water and soil conservation service trading market, analyzes the operating principles of the market and its market entities, and builds a complete water and soil conservation trading market operating framework. We establish the direct payment relationship for stakeholders and build a market-basedfund-raisingmechanismand distribution mechanism. This paper uses a certain area as an empirical research area. Based on the analysis of the basic situation of a certain area, the ecological footprint model is improved based on the dynamic angle and actual output to calculate the per capita ecological footprint, per capita ecological carrying capacity, and ecological footprint from 2016 to 20201.On this basis, using the constructed ecological compensation model, the amount of ecological compensation represented by the type of cultivated land and the type of water area iscalculated. The results show that the per capita ecological carrying capacity of a certain area has steadily decreased slightly from 2016 to 2020. From the perspective of footprint composition, the type of cultivated land accounts for the largest proportion, followed by fuel land. From the perspective of the amount of compensation, the amount of compensation should continue to increase.
