As any trainer, facilitator, industrial psychologist and social scientist with enough experience can tell those with less, making change visible is an extremely difficult task. To prove to the people in power (CEO, board, etc.) that changes have happened is generally quite difficult emotional growth and improvements are hard to quantify in terms of ROI or short term metrics. Productivity can be shown, given enough time, but in recessionary times, the first projects to receive the chop will generally be OD, HR, and essentially anything with acronyms "seeming" to add no value from the point-of-view of those in power.
