Towards Sustainable Shelter Provision in Africa: Kenyan Experience

La croissance démographique rapide, la pauvreté et le chômage surtout dans les secteurs urbains des pays en voie de développement ont accentué le besoin du logement dans le monde entier, et l'investissement dans ce secteur a sensiblement diminué. Il est donc impérieux, comme l'a souligné la stratégie globale pour l'abri à l'horizon 2000 et l'Agenda 21 de la Conférence des Nations Unies sur l'Environnement et le Développement, que les gouvernements adoptent des politiques réalistes et flexibles en matière de logement et qu'ils favorisent le développement et l'abri humains durables. Cet article examine les dispositions régissant le logement non seulement comme moyens de soubvenir au besoin du logement, mais aussi de gén╚er l'emploi pour des millions de personnes. Les liens entre le logement amélioré, la productivité soutenue et la possibilité pour la communauté de participer aux dispositions régissant l'abri sont également passés en revue. L'article met en exergue les priorités pour des gouvernements locaux et nationaux et la coopération internationale de développement. Il préconie et supporte activement la fourniture du logement par utilisation de ressources locales: une stratégie générale qu'il faudrait adopter pour réduire la pauvreté.%Rapid population growth, poverty and unemployment especially in the urban areas of the Developing Countries have intensified the need for adequate shelter worldwide, yet investment in shelter has significantly declined. It is therefore essential as emphasised by the Global Strategy for Shelter to the Year 2000 and Agenda 21 of the United Nations Conference on Environment and Development for governments to adopt realistic and flexible shelter policies and to encourage the development of sustainable human settlements. This paper considers shelter provision not only as a means for meeting the housing needs but also to generate employment for millions of people. The links between improved shelter, increased productivity and the possibility for community involvement in the shelter provision are also considered. The paper is a culmination of what is considered priorities for local and national governments and of the international development cooperation in advocating and providing active support for shelter delivery using local resources as a common strategy of poverty reduction.
