The idea to construct a giant wall around Jakarta first came in 2007 when Fauzi Bowo was the governor of the city. That year Indonesia's capital had been hit by a severe flood. Alarmed that rising sea levels were causing floods to worsen year after year, Fauzi came up with the idea of huge sea walls to protect the coastline. The proposal was the USD40 billion Garuda Wall project. Named after the mythical bird that is Indonesia's national symbol, it was to be built across the Bay of Jakarta and in the shape of a Garuda. The project includes the reclamation of land to create 17 islands and prevent Jakarta's 13 rivers from sinking below sea level. This is critical because Jakarta is invariably flooded during the monsoon season when rivers burst their banks, due to inadequate drainage systems.
