Maintaining an adequate level of training and preparedness for personnel involved in oil spill response is essential if countries are to demonstrate a capability for minimising economic and environmental damages whilst also satisfying the various stakeholders and politicians in an actual incident. Reaction to major oil spills has become predictable - a flurry of increased training initiatives, R&D forums, reviews of preparedness etc, in an attempt to stave off 'knee-jerk' legislation and penalties. Fine - but mostly a waste of time unless they form part of a structured and sustained development of resources and capability, because as oil spills decrease -and statistics show a trend towards that -and more oil majors and governments consolidate their resources, available budgets to support training and contingency planning are showing signs of strain ... and cut-backs are inevitable.
