When Natalie Mills, projectmanager for the US Army Corps of Engineers (USACE) Chicago District, first arrived at Indiana Harbor and Canal in 2004, it was a striking moment for her. The site, a 56.6 ha confined disposal facility complex, was under construction at the time and made for impressive viewing.Although Mills is much further along her career path and currently manages the Indiana Harbor project, the memory is still fresh in her mind. She recalls thinking at the time, "You look at a plan and specs and you say, 'OK, this is what it is,' and then you get out there, and it's 'Oh! This is what it is.' You know, you don't really understand the scale, the magnitude."
