The writer is greatly impressed by the research progress in this topical subject, sustained by the authors over several years. The writer's own interest in improved design procedures addressing torsional phenomena in ductile building systems is what motivated this contribution. Without any intent to challenge the validity of the authors' postulates, the discussion attempts to introduce a few additional design features that may be worth considering. It is hoped that readers will appreciate the proposed fundamental changes for the better, with respect to established procedures, leading to an improved, more transparent, and simpler design strategy. These changes resulted from the consideration, also in torsional behavior, of the dependence of the stiffness of elements on the strength assigned to them. The procedure proposed manifests the often-forgotten merit in the evolution of design strategies, of replacing attempts to solve knotty problems by the avoidance of them. It offers the designer wider scopes in commanding the structure to elude excessive additional seismic displacements that may result from adverse, but avoidable, torsional properties. Designers often need to attend to elements, the governing properties of which result from the need to satisfy functional or architectural concepts, rather than those fostering desirable structural performance. The strategy outlined by the authors allows the undesirable influence of some plan irregularities to be reduced or even eliminated, without changing structural layout or dimensions.
