His exit is a blow to Chancellor Angela Merkel's Christian Democratic Union (cdu) and its Bavarian partner, Mr zu Guttenberg's Christian Social Union (csu). It is also a setback to his plans to reform the army. The extent of the damage may not be clear for a while.
