In august 2008 Plaquemines Parish, in A south-eastern Louisiana, released a report on the area's progress since Hurricane Katrina, three years earlier, and its future prospects. "Plaquemines", it said booster-ishly, "is positioning itself to become a premier support area for deep-water exploration in the eastern Gulf." The industry has brought thousands of high-paying jobs to the coast, and helped the area weather the downturn better than most places. In March unemployment in the nearby Hou-ma area was just 4.6%; the national rate was more than twice that.
