For a few dizzying moments, Japan's prime minister, Naoto Kan, looked likely to take his country down the radical path towards freer trade. He and many others have looked on in dismay at Japan's relative decline, measured both in economic terms and in geopolitical influence. Meanwhile, Japan's smaller neighbour, South Korea, has raced ahead in seeking free-trade agreements with its main trading partners, and seen its prestige grow. Mr Kan attempted to regain the initiative. He wanted, at the Asia-Pacific Economic Co-operation (apec) summit he hosts in Yokohama to trumpet the intention to join the Trans-Pacific Partnership (tpp).
