both camps.rnIf the battle has any winner, strangely, it is Yasuo Fukuda, the 71-year-old prime minister. This is not obvious from his popularity. The cabinet's approval ratings have risen slightly, but they are still abysmal, below levels at which previous prime ministers have resigned. Nor is it obvious from local elections on June 8th for Okinawa's prefectural assembly, in which the ruling coalition lost power. Voters seemed angry, especially about uncertainty over pensions, and about an ill-judged system implemented in April making health care costlier for the elderly.
