The last time Denver played host to the Democratic convention, it pulled out all the stops. A new auditorium was built. Brass bands greeted weary delegates as they arrived at the railway station. Snow was hauled in from the Rocky Mountains so that delegates could cool down with a summer snowball fight.rnThat was in 1908. This year will be even better-and greener. Delegates can cruise around on 1,000 bicycles. A fleet of convention cars will run on "waste-beer" ethanol provided by a local brewery. And the city centre will be covered with recycling bins and reusable water bottles. Organisers promise "an historic event".rnBut Denver is having trouble paying for it. A1974 law allows each party to receive $16.4m in public financing for its convention on condition that extra party funds will not be used. Including a $50m federal security grant, the total cost of the 2008 convention is well over $100m, of which Denver is contracted to raise $40.6m in private contributions. This does not include $15m-worth of "donated services" it must guarantee from corporations. The last official fundraising report was on June 16th, when the host committee missed a fundraising deadline, admitting it was $11m short.
