A nationalist candidate plans a tax grab. The fishing port of Ilo is dominated by the nearby smelter of Southern Copper Corporation (SCC). Gloria Angulo, a retired schoolteacher, complains that the company has polluted the air and the sea, and does what it likes while not paying taxes. That is more or less the view of mining companies held by Ollanta Humala, the nationalist front-runner in Peru's election, whose rally in Ilo Ms Angulo turned out to watch last month.
