The country that plays host to the European Union, epitomises some of the worst features of Euro-sloth. Belgium's unemployment rate is 12.4%, among the highest in the EU; tax accounts for 55% of labour costs, the highest rate in the developed world. But behind the depressing economic statistics there remains enormous entrenched prosperity, as a casual drive around the luxurious suburbs of Brussels can confirm. And nobody epitomises the discreet wealth and continuing dynamism of European capitalism more than Albert Frere, a Belgian tycoon, who has recently turned 80—but continues energetically to re-shape corporate Europe.
