Cars on Kinshasa's main boulevard still move at a snail's pace during rush hour and the traffic police are, as always, on the look out for a reason to pounce on drivers and demand "a little something". But the glossy posters and banners that now cover every inch of free space have turned a trip downtown into a "Who's Who" lesson in Congo's politics-for the country's politicians are at last on the campaign trail. After 32 years of Mobutu Sese Seko's dictatorship and two devastating wars in the past decade alone, the former Zaire's 26m voters have been promised that they will finally have their say on July 30th. If all goes well, it will be the inappropriately named Democratic Republic of Congo's first free arid fair vote in 45 years. It should mark a big step towards the recovery of the whole region of central Africa, long destabilised by Congo's malaise.
