In the past two elections the politics of "tax and spend" have been stuck in a rut. Once the vociferous champion of lower taxes, the Conservative opposition proposed only modest tax cuts in 2001 and even smaller ones in 2005. The governing Labour Party nonetheless depicted these timid pledges as threatening a mad axeman's assault on public spending. The Liberal Democrats, Britain's third party, for their part promised to raise the tax burden still higher to pay for pet schemes.
