The last summit of 25 European Union leaders (the next will have 27) on December 14th-15th may mark a turning-point: the moment the eu changed its main topic of discussion from its own expansion to the attempt to revive its failed constitution. Since the constitutional treaty was rejected by French and Dutch voters in the summer of 2005, the union's achievements (such as they are) have mostly involved outsiders. It has begun accession talks with Turkey and Croatia, stepped up its diplomacy in the western Balkans and bolstered its common foreign policy in such places as Lebanon.
