WTHEREVER you look,trade ' tensions are on the rise.America and the European Union are squealing about surging textile imports from China;both are slapping on "safeguard" quotas to stem the flow.China is furious and has retaliated by scrapping voluntary export taxes on its textile exporters(see page 72).Meanwhile Americans and Europeans are,once again,spitting at each other about subsidies to Boeing and Airbus.Both sides this week formally filed complaints at the World Trade Organisation(see page 59).
